Lisbon Agenda: The Lisbon Agenda set out a roadmap, at a March 2000 meeting of European leaders in Lisbon, for the European Union to become "the most dynamic and competitive knowledge-based economy in the world" by 2010. The Agenda set out a wide range of ambitious goals, the majority of which were still to be achieved by 2010. They included raising the employment rate to 70 percent of the population, targets for reducing greenhouse gas emissions and increased competition in certain markets. In financial services, the Agenda specified a goal of creating a single market in the European Union.
